The Act covers Labour Providers operating in the horticulture, forestry, agriculture, shellfish gathering and associated processing and packaging sectors. Any labour provider providing workers to any of these sectors or to the food industry, including primary and secondary processing, will need to apply for a Licence. It will become an offence to be a labour provider operating in these sectors without a licence, or to use a labour provider without a licence, from the 1st of October 2008.
